The French Ministry of the Interior has just published the New national plan for the reception of asylum seekers and the integration of refugees, This plan will come into force in January 2021.
What is the national reception plan for asylum seekers?
This new scheme is based on a system of regional guidance for asylum seekers. The scheme sets out the regional distribution of the number of accommodation places and the proportion of asylum seekers accommodated in each region.
According to the ministerial editorial, published on December 17, 2020. The aim of this scheme is to provide better accommodation, support and care for each asylum seeker according to their administrative situation. But also (and above all), to combat the concentration of asylum seekers in the Île-de-France region, which makes sense since, according to official statistics on asylum applications in France, half were in the Paris department. Be over 70,000 applications in 2019.

In simpler terms, regional orientation is an offer of accommodation made to asylum seekers when the region in which they have applied is unable to accommodate them. The asylum seeker will therefore be cared for in another region of France.
All asylum seekers who do not have a stable accommodation offer are concerned by regional orientation. Applicants who do not wish to change their region are obliged to justify their refusal to OFII (L'Office Français de l'Immigration et de l'Intégration).

How can an asylum seeker benefit from regional guidance?
If the asylum seeker does not have accommodation, and during the interview with the Office Français de l'Immigration et de l'Intégration. The latter may offer accommodation in another region, known as the "reception region", within the framework of regional orientation.
OFII provides asylum seekers with a 5-day travel pass to the reception center.
The applicant may refuse this offer. In this case, he or she will be entitled to an asylum seeker's allowance.
Care for the asylum seeker in the host region
Asylum seekers will benefit from accommodation and social and administrative support in their host region, until they obtain their right of residence and title, or their application is rejected by OFPRA or CNDA.
During this period, asylum seekers may not travel outside their host region, unless they have requested permission to do so.
