I delved into this question that is bothering quite a few candidates for the American lottery. After having gone through hundreds of testimonies and analyzed official data, I will give you my unfiltered analysis. Let's go!

I have to start by saying that yes, technically the drawing process is done by computer and is supposed to be random. The US State Department keeps repeating this. But you know as well as I do that things are never as simple as they seem.

First thing that makes me tick: these famous 7 months of waiting. Honestly, in 2024, with the computing power we have, why so much time for a simple draw? I have worked on a lot of computer systems, and I can tell you that a real random draw takes a few minutes, not months.

I had fun dissecting the system, and here's what I found:

  1. The system of regions
    I find this fascinating: they divided the world into 6 regions, and guess what? Your chances are not the same at all depending on your area. For example, if you come from a region that already sends a lot of immigrants to the US (like Asia), your chances are divided by half compared to other regions. Clever, right?
  2. Hidden quotas
    What really makes me laugh is when I'm told that it's "100% random" when there are quotas by country. How can we talk about pure chance when we set limits by nationality?

Theories that are circulating (and what I think about them)

I've seen a lot of crazy theories on the internet. The most widespread? That of "lucky zones". People swear that in certain regions of the same country, there are more winners. In Algiers, for example, some neighborhoods are luckier than others. Personally, I remain skeptical, but these repetitive patterns deserve our attention.

The Mystery of Confirmation Numbers

One thing that really intrigued me: Some applicants think they have cracked the system using confirmation numbers. They say the structure of the number can predict whether you will be selected. I am cautious about this, but I have seen some pretty in-depth analysis that gives food for thought.

Which makes me say that it is not totally random.

  1. The timing
    Why wait until May to announce the results of a draw that could be done in January? I think there is a whole process of verification and perhaps even selection that goes on behind the scenes.
  2. Statistical anomalies
    I've spent some time analyzing winners' statistics over several years, and I have to say that some patterns are troubling. Countries consistently winning more than others, even when regional quotas are taken into account.
  3. The story of the 2012 bug
    This is my favorite example! In 2012, they had to redo the entire draw because of a "bug" that had selected mostly applications from the first days. But the most interesting thing is that they managed to redo the draw in only 2 months. So why 7 months in normal times?

What I really think about the system

After all this analysis, here is my conclusion: the system is not rigged, but it is not completely random either. I would say that it is a "directed chance". The draw itself is probably random, but it is framed by so many rules and filters that we cannot speak of pure luck.

The advice I can give you

  1. Stay realistic
    Don't be fooled by conspiracy theories, but also keep a critical mind. The truth is probably somewhere in between.
  2. Maximize your chances
    Even though the system is not 100% random, some things are still within your control: take care of your photo, triple-check your information, follow the rules scrupulously.
  3. Persistence pays off
    I have seen cases where people won on their first try, and others after 15 years of trying. Don't get discouraged.

The developments I have noticed

What is fascinating is to see how the system has evolved. In the 80s, it was completely different: 47,000 visas out of 50,000 went to Eastern Europeans! Today, the system is more balanced, even if it still has its biases.

Why all this mystery?

I think the opacity of the system serves several purposes:

  • Avoid manipulation
  • Maintain some flexibility in selection
  • Managing migration flows strategically

My final opinion

After all this analysis, I would say that the DV Lottery is like a deck of cards: the cards are well shuffled (randomness), but the game is rigged in advance (rules and quotas). This is not necessarily a bad thing – after all, the goal is to diversify American immigration, not to create perfect mathematical equality.

What this means for candidates

  1. Be strategic
    Understand the rules of the game, including quotas that apply to your region.
  2. Stay patient
    The 7 month wait is frustrating, but that's the game.
  3. Keep hope
    Even with all these factors, millions of people have achieved their dream through this system.

To conclude

I find that this system, despite its imperfections and lack of transparency, remains a unique opportunity. It may not be perfectly random, but it still gives millions of people a chance every year.

What the official system says

According to official information, the DV Lottery draw is fully computerized. This is the Kentucky Consular Center (KCC) which is responsible for selecting the winners from millions of applications submitted between October and November. Once the registrations are closed, the process ends in May, when the results are finally published online. So far, everything seems simple: the winners are drawn at random and get a chance to apply for the famous Green Card.

But it is important to understand that, even if the draw is computer random, the distribution of visas is not. The number of visas available by region depends on a formula defined by U.S. law. For example, the regions of the world already strongly represented in the United States, such as Asia or Africa, have lower probabilities of being selected. Countries that already send a lot of immigrants through other channels (such as India or Mexico) are completely excluded from the draw. The stated objective of the program is to encourage the geographic diversity among immigrants, and not to create complete equality of opportunity.

Why does it take 7 months to publish the results?

One of the most frequently asked questions is: If the draw is random, why do the results take so long to come out? In theory, drawing winners should be quick: all it would take is checking that the candidates' information is complete and then running it through an algorithm. Yet the process takes almost seven months. Why such a delay?

  1. Data verification and anti-fraud
    It seems that the KCC spends a good deal of this time analyze applications and to detect possible fraud. Some people submit multiple applications with different identities to increase their chances, which must be filtered. We also hear about amusing but revealing anecdotes, such as a candidate selected in 2007 with a dog photo instead of his photo. This clearly shows that the system has evolved to better verify information and prevent errors of this kind.
  2. Bureaucracy and administrative slowness
    It should be remembered that government institutions often operate with a certain slowness. One can imagine that once the registrations are closed, the files go through several verification stages before reaching the drawing algorithm. In 2012, a bug cancelled a first drawing: only the applications submitted in the first two days were selected. The drawing had to be completely redone, which shows that the process can be fragile.
  3. Quota management and geographical distribution
    The draw is not as simple as a classic draw, because it must respect quotas by regionThe system is careful to distribute visas in a way that favors underrepresented regions in the United States. These complex calculations likely take some time.
