The Federal Skilled Worker Program is an innovative canadian immigration program designed for skilled workers with foreign work experience who wish to immigrate to Canada permanently. This program is one of three federal programs administered under Express Entry, Canada's online application system for skilled workers.

I. Minimum requirements

To qualify for the Federal Skilled Worker Program, applicants must meet minimum requirements for work experience, language skills and education.

1. Qualified work experience

Skilled work experience refers to employment in certain categories of the National Occupational Classification (NOC):

Candidates must prove that they have performed the main duties of the NOC job description, have worked continuously and have been paid. Volunteer work or unpaid internships are not considered.

The National Occupational Classification (NOC) uses a structure based on categories called "Skill Groups" or "Skill EEFs". SERF is the acronym for: skills Fondamentales, de Éducation and training, and Éxperience and skills Responsibilities.

These skill groups are used to classify occupations according to the type of work performed and the skills required to accomplish these tasks.

1. FEER 0: Management

Skill Group 0, or MER 0, includes management positions in all types of sectors and industries. Managers in this group are responsible for the strategic direction, personnel, resources and operations of an organization or department. Examples of occupations in this category include general managers, financial managers, human resources managers and sales managers.

2. FEER 1: Professional work

Skill Group 1, or EEF 1, includes occupations that generally require university training. This includes, for example, professions in business and finance, health professions, education, law and social, community and government services.

3. FEER 2: Specialized technical and paraprofessional work

Skill Group 2, or EEF 2, includes occupations that generally require college or apprenticeship training. These include health technicians, electrical and electronics technologists, mechanical engineering technicians, paralegals and other similar occupations.

4. REF 3: Administrative and financial support work

Skill Group 3, or EEF 3, includes positions that provide administrative support services to a business or organization. These occupations generally require secondary education and/or job-specific training. Examples of occupations in this group include secretaries, office clerks, administrative support clerks and financial support clerks.

Each of these EEF categories is important in determining whether a person has the skilled work experience necessary to qualify for the Federal Skilled Worker Program under Express Entry.

Work experience must represent at least 1 year of work or 1,560 hours, obtained in various ways:

  • full-time in a single job,
  • part-time,
  • full-time in several jobs.

2. Language skills

Candidates must pass approved language tests (in English or French) for writing, reading, listening and speaking, and achieve a minimum score of 7 on the Canadian Language Benchmarks (CLB).

3. Studies

Applicants who have studied in Canada must have a certificate, diploma or degree from a Canadian secondary or post-secondary institution. Candidates who have studied abroad must have an academic credential and an evaluation of educational credentials (EDE) from a designated organization.

II. Selection criteria

If the candidate meets all the minimum requirements, his/her eligibility is evaluated according to the following selection criteria:

  • Age,
  • Studies,
  • Work experience,
  • Valid job offer (if applicable),
  • French or English language skills,
  • Adaptability.

These criteria are used to award an overall score out of 100, with the current pass mark being 67 points.

III. Proof of funds

Applicants must demonstrate that they have sufficient funds to settle in Canada with their family, unless they are entitled to working legally in Canada or have a valid job offer from a Canadian employer.
